Envigo RMS, a beagle breeding company in Virginia, agrees to pay a record $35 million after pleading guilty to charges of neglecting thousands of dogs at its facility in Cumberland County, west of Richmond. This settlement marks the largest penalty ever imposed in an animal-welfare case.

Prosecutors reveal that Envigo RMS neglected the care of thousands of beagles, leading to inhumane living conditions.
