After a temporary shutdown caused by labor disputes between the Teamsters Canada Rail Conference and major rail operators Canadian Pacific Kansas City (CPKC) and Canadian National Railway (CN), Canada’s Minister of Labour Steven MacKinnon has intervened to order the resumption of railway operations. The shutdown, which began after talks broke down at 12:01 a.m. Thursday, had brought shipments across the country to a halt, raising concerns about its impact on the Canadian and U.S. economies.
Minister MacKinnon announced that he has exercised his authority under Section 107 of the Canada Labour Code to direct the Canada Industrial Relations Board to impose final binding arbitration on the disputing parties. This move is aimed at resolving the outstanding issues between the rail companies and the union while ensuring that the essential rail services can continue without further interruption.
“I have directed the Canada Industrial Relations Board to assist the parties in settling the outstanding terms of their collective agreements by imposing final, binding arbitration,” MacKinnon stated. “I have also directed the board to extend the term of the current collective agreements until new agreements have been signed, and for operations on both railways to resume forthwith.”
The labor dispute between the rail companies and the Teamsters Canada Rail Conference, which represents around 10,000 railway workers, had been escalating for months. The breakdown in negotiations led to a lockout, with both Canadian National Railway and Canadian Pacific Kansas City calling for binding arbitration—a solution the union initially rejected.
