The CBP agents, who ultimately ended the standoff by fatally shooting the gunman, waited more than an hour before entering the classroom due to a lack of clear instructions from local authorities.
The report, released today, concludes that CBP agents acted within legal and policy guidelines but were hampered by the school district police’s failure to provide proper direction and support during the standoff.
