In a recent development, the White House has clarified that President Donald Trump’s executive order to freeze federal aid funding remains in full effect, despite the Office of Management and Budget (OMB) rescinding a related memo. This clarification follows a temporary injunction issued by U.S. District Judge Loren AliKhan, which paused the implementation of the funding freeze due to legal challenges and widespread confusion among federal aid recipients.

The initial freeze, announced on January 27, 2025, aimed to suspend disbursement of federal financial assistance to review its alignment with the administration’s priorities. Despite assurances that direct assistance programs like Social Security and Medicare would remain unaffected, the freeze inadvertently impacted essential services, including Medicaid and Head Start programs. Many providers reported being locked out of payment systems, leading to concerns about their ability to continue operations.

The OMB, under Acting Director Matthew Vaeth, issued a memo directing federal agencies to halt grants, loans, and other financial assistance to review their alignment with the administration’s priorities. In response to the federal judge’s injunction, the OMB rescinded its memo to address the confusion stemming from the court’s ruling. White House Press Secretary Karoline Leavitt emphasized that this action was taken to eliminate any misunderstandings caused by the legal proceedings and media coverage. She stated, “It is simply a rescission of the OMB memo” and affirmed that the President’s executive orders on federal funding “remain in full force and effect.”

The administration maintains that the funding freeze is a necessary measure to ensure that federal expenditures align with President Trump’s policy objectives, including reducing wasteful spending and eliminating programs deemed inconsistent with the administration’s goals.
