In Washington, D.C., the federal government begins executing mass layoffs across the Department of Health and Human Services (HHS), affecting hundreds of employees, including senior physicians, researchers, and public health administrators. The abrupt rollout of the layoffs catches many by surprise early Tuesday morning, as several workers report being locked out of buildings when their ID badges suddenly fail to grant access. The move marks one of the largest cuts to the public health workforce in recent history.

The layoffs impact a broad range of personnel, including experts tasked with protecting the public from infectious diseases, scientists conducting research on emerging health threats, and regulatory staff overseeing the safety of food, pharmaceuticals, and medical devices. Among those dismissed are seasoned professionals with decades of institutional knowledge in areas such as disease surveillance, vaccine development, and emergency response coordination.

The Biden-era expansion of public health infrastructure—fueled by lessons from the COVID-19 pandemic—is now rapidly unwinding under the Trump administration’s push for sweeping federal budget cuts. President Trump and Department of Government Efficiency (DOGE) head Elon Musk have vowed to shrink government spending and reduce what they call “bureaucratic overgrowth.” That strategy now directly targets federal health agencies, even as new health threats continue to emerge globally.

While administration officials argue that the layoffs are necessary to streamline government operations and eliminate inefficiencies, public health experts warn the consequences could be severe. Former officials at the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA) express alarm that the workforce reductions will significantly weaken national readiness to detect and respond to disease outbreaks, as well as slow the approval of critical medications and medical equipment.

Sources inside HHS confirm that the Office of Infectious Disease and HIV/AIDS Policy, the Biomedical Advanced Research and Development Authority (BARDA), and even parts of the FDA’s food safety division are among the hardest hit. Senior epidemiologists and virologists involved in monitoring potential pandemic threats are reportedly among those receiving layoff notices.

Many employees are not given direct notification but instead find themselves locked out of their accounts, unable to access internal email systems or facilities. The cold and impersonal manner of the layoffs has drawn sharp criticism from unions representing federal workers, who are now demanding formal hearings and transparency regarding how individuals were selected for dismissal.

The mass layoffs follow months of tension between the administration and public health officials, particularly over proposed rollbacks to regulatory powers. Just last month, Congress narrowly passed a budget deal that slashed over $30 billion in funding from federal health programs, setting the stage for today’s layoffs. The cuts are expected to continue into the summer unless reversed by legislative intervention.

Back in 2020 and 2021, the United States heavily invested in public health infrastructure following the devastating impact of COVID-19. Agencies like HHS, the CDC, and BARDA received billions in emergency funding to expand testing, track variants, and invest in pandemic preparedness. Now, much of that progress is in jeopardy, according to several former federal health officials who call the cuts “a disinvestment in national resilience.”

Health advocacy groups warn that the layoffs may also slow the country’s response to seasonal health challenges such as flu, respiratory viruses, and the rise in antibiotic-resistant bacteria. The FDA, which already faces criticism for backlogs in drug and device approvals, could be further strained without experienced personnel to review applications.

Despite growing outcry, the White House defends the cuts as part of a broader effort to “return government to its core functions.” Press Secretary Karoline Leavitt says the administration is focused on empowering state and local governments to handle public health needs independently, a move critics say places underfunded jurisdictions at increased risk.
