China-Linked ‘Spamouflage’ Network Mimicking Americans Online to Influence U.S. Political Debate

A newly uncovered disinformation campaign, dubbed “Spamouflage,” is allegedly being operated by Chinese government-backed social media accounts in an attempt to sway U.S. political debate ahead of the 2024 presidential election. A report released this week by Graphika, a research organization that tracks disinformation, details the sophisticated online campaign designed to promote discord among American voters on issues such as gun control, racial inequality, and the ongoing Israel-Hamas war.

According to the report, the Spamouflage network uses fake identities to pose as Americans, particularly on social media platforms like TikTok, Facebook, and YouTube. One example highlighted in the report involves a TikTok account posing as a conservative news outlet called the “Harlan Report,” which amassed millions of views while posting videos critical of the Democratic Party. The content, aimed at dividing U.S. voters, often focused on sensitive topics in U.S. politics, hoping to intensify polarization.

The report comes as concerns mount over foreign interference in U.S. elections. In addition to China, Russia and Iran have also been implicated in previous attempts to meddle in American political processes. All three countries have denied U.S. accusations of interference, but U.S. intelligence agencies maintain that these nations are actively engaged in efforts to influence voters.

U.S. officials and cybersecurity experts warn that such disinformation campaigns are likely to increase as the 2024 election approaches, emphasizing the need for vigilance from both social media companies and the public. “This is part of a larger effort to undermine trust in democratic institutions and exploit existing divisions within American society,” the Graphika report states.

TikTok, along with other social media platforms, is facing growing pressure to tighten its content moderation policies to prevent the spread of foreign-backed disinformation campaigns like Spamouflage.

As concerns about election security continue to rise, U.S. spy agencies are urging the public to remain cautious and verify the sources of information they encounter online, especially with politically charged content.
