California Governor Gavin Newsom has vetoed a proposed bill that would have allowed undocumented immigrants in California to qualify for first-time homebuyer loans. The bill sought to expand the California Dream For All Shared Appreciation program, a state-run initiative that helps first-time homebuyers, by extending eligibility to undocumented residents. However, Newsom expressed concerns about the financial impact such a program expansion could have on the state’s budget.

In his veto statement, Newsom highlighted the importance of managing limited resources within the California Housing Finance Agency (CalHFA) programs, explaining that expanding eligibility could strain the state’s ability to fund existing homeownership initiatives. “Given the limited funding allocated for CalHFA programs, we must carefully consider any expansion of program eligibility to ensure that our resources are managed efficiently,” Newsom said.

The bill’s proponents argued that undocumented immigrants, who contribute significantly to California’s economy and tax base, should have the same opportunities for homeownership as other residents. Supporters also emphasized that helping undocumented families achieve homeownership could promote greater economic stability within immigrant communities.

Opponents of the bill shared Newsom’s concerns over budgetary constraints, arguing that the expansion could divert resources from other low-income families and first-time buyers who are already struggling to afford housing in the state’s competitive market.

The veto leaves the debate over how to support undocumented immigrants in California’s housing market unresolved, with advocates expected to push for further legislative efforts in the future.
