A groundbreaking bill that could reshape the fashion industry in California is now awaiting Governor Gavin Newsom’s signature. If signed into law, the bill will require companies that manufacture clothing and textiles, such as curtains and towels, to take back unwanted items from consumers in a push to reduce waste and increase recycling. The initiative comes as California seeks to address the environmental impact of textile waste, which reached over 1.2 million tons in 2021 alone.
Under the proposed legislation, fashion companies will be required to form non-profit organizations by 2026 that will oversee the collection and recycling of unwanted textiles. By 2030, these companies must establish hundreds of collection sites at thrift stores, initiate mail-back programs, and develop other methods to facilitate the return and recycling of clothing and textiles. The bill’s primary goal is to divert waste from landfills, both in California and abroad, where much of the discarded clothing currently ends up, particularly in massive dumps in South America.
The bill’s author has emphasized the urgent need to address the growing environmental crisis caused by textile waste. “Our landfills are overflowing with discarded clothing and textiles that could be recycled or reused,” said a spokesperson for the bill. “This law will help ensure that the fashion industry takes responsibility for its environmental footprint.”
Supporters of the bill, including environmental groups and sustainability advocates, see this as a significant step toward creating a more circular economy, where materials are reused and recycled rather than discarded. Critics, however, worry about the logistical and financial burden the bill could place on companies, particularly smaller businesses, and how it might affect pricing and operations within the fashion industry.
If Governor Newsom signs the bill into law, California will become the first state in the U.S. to mandate the fashion industry to actively participate in a statewide recycling and take-back program, setting a precedent for other states to follow.
As the fashion industry continues to grapple with its environmental impact, this legislation could mark a turning point in how companies manage the lifecycle of their products, with the potential to significantly reduce waste in the coming decades.
